REPORT:

Vecinos de Benissa invited the Mayor to a meeting attended by coastal residents. Two town counsellors , Arturo Poquet and Jorge Ivars, accompanied the Mayor.

After welcoming the Mayor and his team, Lisa Svoboda announced that the AGM which had been postponed due to illness would now take place on March 20 at which time a new management committee would be elected. She asked for significant participation.

She then turned the floor over to the Mayor, who provided an update of developments in Benissa, addressed specific issues and then opened the floor to discussion.

The mayor touched on the following issues:

  1. The construction of Benissa's N332 bypass would be started up again. The mayor had had a meeting in Madrid on March 5 which confirmed this.
  2. The EU has provided 300.000 euros to fund a new project in support of local companies and entrepreneurs whereby they will be taught to make use of new technology and know how in order to improve their competitiveness. Already 150 entrepreneurs have signed up.
  3. Ninety garden plots in Pla de Caralls, across from Lidl and the tanatorium, will be made available to families with an interest in and need for an urban gardening space where they may grow their own produce. A six week course on small scale farming will be offered to interested persons while the plots are being readied for agricultural use.
  4. The construction of the long awaited animal shelter has begun. A brochure on dangerous dogs is being prepared for publication.
  5. An excursion for the benefit of local residents to the Fallas in Valencia will take place on March 17. Tjhe cost is 17 euros per person.
  6. The mayor announced that Benissa's annual gastronomic fair would take place on March 7, 8 and 9 in the 'Taller Ivars'.
  7. A Mediterranean gardening course would be offered in the Aula del Mar beginning on March 6.
  8. Benissa's Budget 2014: As a result of the recession, Benissa's income, collected through taxes and licences, was reduced and therefore the local government was obliged to reduce its current spending. Despite this, Benissa generated a surplus of 1,6 million euros and has no new debts to speak of. Personel costs account for 40% of Benissa's budget, running expenses account for 28%, while Benissa Impuls (garbage collection, beach and street cleaning, maintenance of public buildings) accounts for 23%.
  9. IBI: (Note an earlier email with more details on the IBI discussion can be found at the end of this report). The mayor has had several discussions over a period of time with the Cadastral Office in an attempt to reduce the property taxes in Alicante, with no results. To exert pressure on this office, Vecinos de Benissa collected over 600 signatures from friends and neighbours. This petition was subsequently presented on February 10 to the Director of said office together with a background note prepared by Paloma Hoffmann on the issue. The mayor asserted receiving a letter confirming the reduction by 20% of the catastral value of land in the coastal zone which will result in a reduction of the IBI tax paid on land in 2015. He would also apply to Madrid for a further reduction of the value of urban property which would also include Benissa town.
  10. Sewage tax: A tax imposed by Valencia and added to the water bill. The mayor explained that this tax could be eliminated if property owners not connected to a sewer installed a private sewage treatment. This installation would be subject to inspection and following a favourable report this tax could be eliminated from the water bill.
  11. Garbage tax: The mayor stated that he had considered lowering or equalizing the rates paid for garbage collection, street cleaning, etc, but in view of reduced IBI revenues, he indicated that Benissa could not also cut the rates paid for garbage collection. With respect to the EcoParque, Benissa Impuls will no longer be allowed to create compost from ecological waste, due to the environmental contamination caused by the waste process. As an alternative, Benissa Impuls is looking into using plant material to produce biomass.
  12. Benissa's town plan of 2003 was annulled by a Supreme Court decision following an appeal against Valencia's Superior Court (lodged by Abusos Urbanisticos NO). Benissa in turn filed an appeal to Constitutional Court which has yet to render its decision. As a result, the Town Plan of 1982 is now in effect. In the first instance, Benissa will revise and re-present a cleaned up version of the 2003 Town Plan and submit it for public consultation, against which allegations may be presented. In the second instance, Benissa is also planning a new Town Plan as the former and now cancelled plan is more than 10 years old and out of date in view of the current economic and social climate.
  13. Other infrastructure investments in coastal Benissa: In 2013, Benissa invested 653,000 euros in infrastructure projects in the coastal zone, including 300,000 euros for street improvements in La Fustera. This year 900,000 euros will be spent on reasphalting and street improvement, improving personal security by installing street lights at major intersections, building a bicycle lane and sidewalks on a part of the Calpe to Moraira coastal road. Also a new roundabout at Pepe La Sal on the coastal road to Moraira, the costs for which would be shared with Teulada.
  14. European Elections (May 25, 2015). The mayor stated that with its multinational population, Benissa was more European than ever. He encouraged residents to vote and for those not here at that time, to avail themselves of the postal vote, prior to May

-Charge for nonexistent sewage connections and lines: ie. Canon de saneamiento tax: JBRT said that those who are paying this tax attached to the water bill could probably legitimately ask to be relieved of this unfair tax. But he warned that this could trigger an inspection of current sewage treatment facilities in individual properties. If a property does not already have modern treatment arrangements – a depuradora, this may be obligatory. The cost for such a unit, according to JBRT is about €6,000 with annual maintenance of about €200. The monthly tax being charged on average is probably about €5
- IBI : Most contentious issue of the evening. Thanks to some pressure on the Catastro – most recently about ten days ago (when JBRT, Lisa and Paloma Hoffman visited the office in Alicante), it seems the catastral values of all properties in Benissa’s rural areas, including the coastal zone will be reduced by 20% this year, meaning that IBI will go down proportionately from 2015. JBRT said he now has this in writing. But this reduction will apply to land only, not construction. He hopes to achieve another cut across the board, town and country, included, of 10% perhaps in 2015 because of the poor state of the property market. Benissa’s good financial state will permit the loss of about 600,000 in associated revenue without serious impact.. Mayors and town halls are now forbidden from adjusting the“tipo” or rates applied to catastral values, unlike in some previous years.
- PGOU : Given that it was annulled by the Supreme Court last June, and evidently expecting that the Constitutional Court will not overturn that decision, as allowed by the Supreme Court, the mayor’s intention is to present the 2003 PGOU for public consultation “soon” and thus open to allegations, but no date was indicated. It would need to conform to laws and rules newer than 2003—( that includes the LUV, etc.) so the process will be complex. At the same time work will begin on a new one, since the 2003 plan was initially prepared in 1998, but that will take considerable time, probably not in the mayor’s current mandate, which expires in May 2015. Pressed on this after the meeting, JBRT (and Arturo Poquet ,the consejal for urbanismo) said that any PAI that had not been completely “urbanized” and accepted by the town as “consolidated” basically has no legal status. Assuming the 2003 PGOU is approved, whenever that is, all the PAI that have not yet been finished-ie. at least all the infrastructure completed would also need to be adjusted to current norms, presented and approved once more- a process that could take years. That also is true for any “modificacion puntual” regarding access roads, etc. Carrions, PM2, for example had not reached that stage- whereas the mayor claims Magraner, Raco de Galeno ,etc. are “completed” and thus consolidated (this needs to be checked). It may be there will be opportunities for many allegations, to be seen when the PGOU and any subsequent PAI are presented. For the time being the1982 town plan is the one that is legally valid so even the sector’s names and boundaries of the failed 2003 differ from the now familiar ones.

-Claims for compensation: Related to the above, both the mayor and Poquet said when I asked them after the meeting that those who had been forced to give up land and/ or pay infrastructure costs for urbanizations that perhaps had been started but have not been accepted as consolidated, or for other development plans allowed for by the town hall under the cancelled 2003 PGOU, that have not been carried out should get their land and money returned. That will be handled case by case. I don’t know if any property owner in Carrions is in that situation or whether for example in PM2 compensation could be sought for legal costs, the preparation of an alternate PAI, etc. There are a few instance where property owners were forced to give up several square meters of land and pay development costs, for planned roundabouts that have never been installed. According to the mayor those should be restored to the owners. But the proof will come when an attempt to recover such losses is actually presented. A lawyer may be persuaded to take a compensation claims forward on a contingency fee (no win, pay) basis.

Begrüßung durch die Präsidentin Lisa Svoboda.
Verlesen und Zustimmung zur Agenda und Protokoll der letzten Sitzung.
Neue Entwicklungen seit der letzten Sitzung im Mai: Aufgrund einer Klage von AUN hat der oberste Gerichthof (TS) in Madrid den PGOU von 2003 für nichtig erklärt. Somit scheint der alte PGOU von 1982 wieder gültig zu sein und sind die nach 2003 genehmigten PAI’s offenbar nicht mehr legal. Chuck Svoboda (AUN) erläuterte, dass damit eine Menge Verwirrung und Fragen aufgetreten sind, und dass er mit dem Präsidenten von AUN sich mit dem Anwalt beraten werden. Während dessen sucht das Rathaus nach einer zwischenzeitlichen Übergangslösung um für die urbanen Vorhaben in Benissa eine rechtliche Grundlage zu haben. Benissas Oppositionsparteien, die PSOE, CIBE und Bloc fordern einen neuen PGOU. Dies würde ein schwieriger und zeitraubender Prozess sein, der über das gegenwärtige Mandat des Bürgermeisters hinaus geht, wegen all der gesetzlichen Vorschriften die jetzt zu beachten sind, so wie öffentliche Anhörungen, positive Berichte zur Umwelt und Wasserversorgung. Die Empfehlung des Obersten Gerichtshofes war es, den gegenwärtigen Bebauungsplan auszulegen zur öffentlichen Begutachtung mit anschließender Zustimmung durch Valencia, ebenfalls kompliziert aber möglicherweise weniger zeitraubend. Wir meinen, dass keine dieser Optionen momentan vom Bürgermeister verfolgt werden der zunächst alle anderen rechtlichen Mittel ausschöpfen möchte.
Hauptversammlung (HV) am 17. Okt. 2013 (jetzt auf den 31.Okt. verschoben):
Die Agenda für die HV wurde überarbeitet. Bei der HV muss ein neuer Vorstand bestehend aus 6 Personen ( Präsident, Vize-Präsident, Schatzmeister, Sekretär und mindestens 2 Vocales) gewählt werden. Das Gesetz fordert mindestens 3 Offiziellen. Der jetzige Vorstand (Lisa Svoboda, Patricia Rohpohl, Hubert Vockensperger) hat angekündigt, nicht mehr für eine weitere Periode zur Verfügung zu stehen. Trotz mehrfacher Bitte hatten sich keine weitere Mitglieder gemeldet. Durch die Knieverletzung Patricias und der längeren Abwesenheit Huberts bedingt war Lisa größtenteils auf sich alleine gestellt. Das wird weder Lisa noch den Mitgliedern gerecht. So kann kein Vorstand arbeiten. Die anwesenden wurden gefragt, ob jemand den Vorsitz für die Wahl übernehmen würde. Wir danken Herrn Olaf Knudsen für seine Bereitschaft. Der jetzige Sekretär wird das Protokoll führen. Jedes zahlende Mitglieder hat eine Stimme. Sollte kein ordentlicher Vorstand zustande kommen sieht Lisa zwei Alternativen:
Entweder eine „virtuelle“ Gemeinschaft mit einem oder zwei Treffen im Jahr (ein Treffen mit dem Bürgermeister), aber auch hier müsste ein Vorstand gewählt werden, um den gesetzlichen Formalitäten und den Statuten und praktischen Dingen gerecht zu werden, wie auf Bitten um Unterstützung, wichtige Informationen und Entwicklungen den Mitgliedern zu mailen, eine Mitgliederliste und die Webseite des Vereins führen. Oder wir müssen den Verein auflösen oder zumindest vorübergehend stilllegen. Hierzu ist jedoch eine weitere und außerordentliche Hauptversammlung nötig. Lisa betonte nochmals wie wichtig eine Vereinigung der Bürger Benissas ist, um die Interessen von Benissa Costa zu vertreten und die Probleme und Meinungen des Vereins bekannt zu machen, damit diese auch vom Rathaus ernst genommen werden wenn Entscheidungen anstehen zu Vorgänge die Mitglieder des Vereins betreffen.
Auf Wunsch eines Mitgliedes werden hier die wesentlichen Aufgaben und Tätigkeiten des Vorstandes aufgelistet:
Regelmäßige Kommunikation mit allen Mitgliedern und Versorgung mit Information die sie als Residenten und Grundstückseigentümer betreffen.
  1. Abhalten von Vorstandssitzungen, Vorbereitung und Durchführung von Monatstreffen und Einladung von Gästen, auch ein Jahrestreffen mit dem Bürgermeister.
  2. Mitgliederbeiträge und Finanzen verwalten
  3. Protokollführung und Umsetzung von Beschlüssen
  4. Tägliche Recherche der offiziellen Veröffentlichungen von Alicante und Valencia.
  5. Individuelle Beratung der Mitglieder und Unterstützung z.B. bei Ämtern.
  6. Beiwohnen von Gemeinderatssitzungen (plenos) und Kontaktpflege zu Ratsmitglieder.
  7. Regelmäßige Besprechungen mit dem Bürgermeister und gegebenenfalls mit Ratsmitglieder einschließlich der Führer der Oppositionsparteien.
  8. Öffentlichkeitsarbeit.
Anfrage nach Unterstützung: Vom Rathaus liegt den Mitgliedern eine Anfrage vor, arbeitslosen Benissianer die sich weiterbilden möchten in ihrer jeweiligen Sprache praktischen Sprachunterricht zu geben. Kontakt: Maria-Jesus Garcia (96 573 2100 oder mjgarcia@creama.org). Interessenten werden zu einer vorbereitenden Besprechung eingeladen.
 
Von Charles Svoboda wurde angeregt im Anschluss an die Hauptversammlung noch zu einem Umtrunk zusammen zu bleiben. Der Vorschlag wurde angenommen.
 
Fragen/Antworten:
Wolfgang Hoffmann von Caritas monierte, dass die in der letzten HV beschlossene Spende an seine Organisation von 250 Euros noch nicht überwiesen worden ist.
Dies war jedoch kein Punkt der HV 2012, sondern hierüber wurde auf dem nachfolgendem Treffen im November 2012 beraten und abgestimmt.
Von Lisa und Patricia wurde bestätigt, dass diese auf die jeweiligen Konten, wie beschlossen, überwiesen worden sind. Der gleiche Betrag wurde auch an die Freunde von EMAUS in Benissa überwiesen.
Auf Fragen zur IBI-Reform konnte nur auf den Stand vom Mai verwiesen werden, d.h. dass der Bürgermeister versprochen hat zu tun was er tun kann innerhalb der Grenzen die ihm und dem Rathaus gesetzt sind, um den Hebesatz zu verändern, während die Festsetzung der Katasterprozentwerte und der Grundstückswerte Sache der Zentralregierung ist. Das Rathaus und das Katasteramt in Alicante arbeiten zusammen um die Katasterwerte im Hinblick auf den gesunkenen Immobilienmarkt zu überarbeiten. Seit unserem letzten Treffen mit dem Bürgermeister im Mai haben wir keine weitere Neuigkeiten erfahren, und werden diesen Punkt beim nächsten Treffen wieder zur Sprache bringen.
 
Die nächste Sitzung wäre die Hauptversammlung am 17. Oktober 2013 im Restaurant Asia, die aber nun wegen Gesundheitsprobleme in der Familie auf Donnerstag, den 31 Oktober 2013 verschoben werden musste. Eintritt ab 16.00 Uhr, erste Einladung 16.30 Uhr, letzte Einladung 17.00 Uhr.

Minutes of meeting, September 26, 2013

        Welcome by our president Lisa Svoboda.
Reading and approval of the Agenda and minutes of last meeting.
New developments since our last meeting in May:
 
Based on a legal actions taken by AUN, Spain's Supreme Court in Madrid has cancelled Benissa's Town Plan (PGOU) of 2003. Therefore, the old PGOU of 1982 seems now in force again and the PAI’s aproved after 2003 appear not to be legal. Charles Svoboda (AUN's VP) explained that this has created a lot of confusion and questions, that he and AUN's current president were to discuss with their lawyer. In the meantime, the Town Hall is seeking a transitory and interim solution in order to provide legal cover to urbanistic actions in Benissa. Benissa's oppositions parties, the PSOE, CIBE and the BLOC, are demanding a new PGOU. This would be a difficult and time consuming process, going beyond the mayor's current mandate, because of all the legal requirements that have to be met, such as public consultations, positive environmental and water reports. The option recommended by the Supreme Court was to present the current Town Plan for review by the public, and subsequent approval by Valencia, also complicated, but possibly less time consuming. We understand that neither option is being pursued at the moment with the mayor wishing to exhaust all other legal appeals first.
AGM 2013 on Oct. 17, 2013 (now postponed until Oct. 31):
The Agenda for the AGM was reviewd. It includes the election of a new board of directors consisting of 6 officers (President, Vice President, Treasurer, Secretary and at least 2 Vocales) has to be elected. The law requires a minimum of 3 officers. The current board (Lisa Svoboda, Patricia Rohpohl, Hubert Vockensperger) has indicated it will not to stand for another period. Despite repeated pleas for support, no members volunteered. Patricia’s damaged knee and the longer absence of Hubert meant that Lisa was mostly on her own to manage the association. This is not fair to Lisa nor to the association's members. That is not the way an association can function.
Members present were asked if anyone would volunteer to preside over the electoral process of the AGM. Thanks to Olav Knudsen who volunteered. The current secretary will take notes and produce minutes. Each paying family member has one vote.
If no candidates for a new board can be found, Lisa sees two alternatives: Either we have to consider a 'virtual' association with one or two meetings a year (one with the mayor), but for this we still need a board to meet legal and stutory formalities and practical requirements, such as responding to requests for assistance, emailing important information or developments to members, maintaining a membership list and the association's web site. Or, we have to dissolve or freeze the association. But for this a separate and extraordinary meeting is required.
Lisa again expressed the importance of having an association of citizens in Benissa, to represent the interests of coastal Benissa and to make the association's problems and views known in order for the Town Hall to take these into account when making decisions on issues affecting members of the Association.
As requested by a member, we listed the most important and time consuming tasks and activities for a board to comply with, as follows:
  1. Communicate regularly with VdeB's members and provide them with information of concern to them as residents and property owners of Benissa.
  2. Hold board meetings, prepare and realize monthly meetings, and select and invitate guests, also a yearly meeting with the mayor.
  3. Collect membership fees and manage finances.
  4. Take and produce minutes of meetings and execute resolutions.
  5. Monitor on a daily basis official bulletins of Valencia and Alicante .
  6. Provide individual advice to and support of members.
  7. Attend the monthly town council meetings (plenos) and maintain relations with town councellors.
  8. Meet with the mayor on a regular basis and as required with other town councellors, including leaders of the opposition parties.
  9. Maintain public and media relations.
     
Request for assistance:
 
The ayuntamiento is seeking volunteers to teach (practice speaking) their own native language to unemployed Benisseros who need to improve their language skills. Contact: Maria-Jesus Garcia (96 573 2100 or mjgarcia@creama.org). Candidates will be invited for an initial meeting.
 
Charles Svoboda suggested that after the AGM has been closed we should stay for a social gathering and have a drink at the invitation of VdB. This was approved by the members present.
Questions/answers:
 
Wolfgang Hoffmann of Caritas complained that the donation to his organisation of 250 Euros that has been decided at the last AGM of October 2012 had not yet been received.
However, this was not an issue at the AGM 2012 but was discussed and decided at the following meeting in November 2012.
Lisa and Patricia confirmed that the money had been transfered to the account of Caritas Benissa as agreed at the AGM. The same amount was also transferred to the Friends of EMAUS house in Benissa.
When questioned about Benissa's pending IBI reform, we could only refer to what was stated at our last meeting in May, i.e. that the mayor promised to do what he could, within the limits he and the town hall have to change the 'tipo' or assessment rate, bearing in mind that it is the central government that sets the overall catastral percentage rates and the property values. The town hall and the catastro office in Alicante are working together to review the catastral values in light of the depressed property market. Since our meeting with the mayor in May, we have had no further news and we shall raise this matter again at our next meeting with him.
The next meeting is the AGM which was scheduled to take place on October 17, 2013 has been postponed for famiy health reasons to Thursday, October 31. Doors open at 16.00 hr, first call at 16:30, final call 17:00.

Summary of Meeting / Kurz-Information: 

Lisa Svoboda und Hubert Vockensperger berichteten von ihrem Treffen mit dem Bürgermeister am vorangegangenen Tag, Patricia Ropohl war wegen ihrer Knieverletzung verhindert.

Lisa Svoboda and Hubert Vockensperger briefed those present on their meeting with the Mayor the previous day. Patricia Ropohl was not able to attend. 
•     Stand der IBI- / Kataster-Reform / Update on IBI and the catastral reform:
            Juan Bautista Rosello (JBR) hatte kurz zuvor eine Mitteilung vom Katasteramt in Alicante erhalten. Demnach sind die Arbeiten soweit fortgeschritten, dass die Neu-Bewertung bis zum Herbst abgeschlossen werden kann, so dass das anschließende Genehmigungsverfahren bis Dezember abgeschlossen sein könnte. Damit könnten die neuen Katasterwerte (VC) für die IBI 2013, die in 2014 zu bezahlen wäre, bereits herangezogen werden. Diese Bewertung liegt nicht in den Händen des Bürgermeisters, sondern wird von staatlichen Institutionen (Madrid, Valencia, Alicante) durchgeführt.
            
            The mayor shared with us a letter he had received a few days earlier from the catastral office in Alicante (the provincial authority), essentially confirming that work on the catastral revision is progressing and that the plan is to have the revision finished and approved by the end of this year,. This would mean that the new rates would come into effect for 2014 at which time they would be applied. Please note that this process does not lie in the hands of the local Benissa government, but rather in the national institution represented in the Valencian Community.
•     WIFI service:
            Das WIFI für Benissa (Closeness in Zusammenarbeit mit dem Ayuntamiento) ist bereits nutzbar und wurde in Fustera erprobt. Informationen sind im Bürgerbüro in der Aula del Mar und im Internet www.closeness.es erhältlich. Es kann auch an öffentlichen Plätzen (Fustera Strand, Benissa Stadt u.a.) bis zu 1 Stunde täglich kostenlos genutzt werden.
            Benissa's new WIFI service installed by 'Closeness' in cooperation with the town hall is now operational and has been tested in the Fustera area. This service now available to Benissa residents and information is available in the ayuntamiento's Aula del Mar office on the Moraira to Calpe coastal road and the company itself (www.closeness.es). The wifi service will be available for free at Fustera Beach and in town one hour per day per computer or smartphone.


•     Ambulanz / Ambulance (Notfallnummer) / Emergency telephone 112:
            Aus gegebenen Anlass wird darauf hingewiesen, dass der unter 112 erreichbare öffentliche Ambulanzdienst ausschließlich zu öffentlichen Krankenhäuser fährt. Private Versicherungen haben oft keine Verträge mit diesen Krankenhäusern so, das man hohe Vorauszahlungen leisten muss. Sinnvoll ist es mit der eigenen Krankenversicherung abzuklären mit welchen Krankenhäusern Verträge bestehen, und einen anderen Ambulanzdienst zu suchen, z.B. Cruz Roja im Internet unter www.cruzroja.es und Tel. 902 22 22 92, mit denen man vorher alles abstimmen kann. Die AOK z.B. hat jetzt mitgeteilt, dass sie Verträge mit iMED- Kliniken in Elche, Benidorm und Teulada hat. 

            As a result of an unfortunate medical emergency a Benissa stroke victim, who called the 112 emergency number for an ambulance to take him to a hospital, discovered that this is a public health care service whereby the ambulance will take you to the local public hospital. It will not take you to a private hospital. We strongly urge those with a private health insurance plan, to check their health insurance policy or call their health care provider to find out what to do and who to call in an emergency situation. The Red Cross (Cruz Roja) also provides an ambulance service if contracted with them (www.cruzroja.es or 902 22 22 92) at a yearly cost. AOK for example have agreements with the IMED clinics in Elche, Benidorm and Teulada.
•     Infizierte Palmen / Infected Palm Trees:
            Die EU plant wegen des zunehmenden Bienensterbens verschiedene auf der Basis von Nikotin wirkende Insektizide zu verbieten. Für Spanien wird für die Bekämpfung des Palmrüsslers eine Ausnahme gemacht. Z.B. Imidacloprid darf weiter zur Palmenbehandlung verwendet werden, ausgenommen in der Blütezeit.

           The EU has banned the use of nicotine based insecticides as a result of their devastating effect on bees. For Spain, this means that using for example the insecticide Imidacloprid to treat infected palms will not be permitted during flowering season, when the bees are most active.
•     Abfall-Container / Garbage containers:
            Die grünen Abfall-Container auf Rädern werden in nächster Zeit entfernt und teilweise durch die neuen Container ersetzt. Neben den Containern Garten- und Sperrmüll abzulegen ist verboten und wird mit hohen Geldbußen bestraft. Neuerdings ist im Ayuntamient ein Stelle "Linea Verda" eingerichtet bei der man unter www.lineaverdabenissa.com solche Fälle melden kann: IPhone - Foto machen - Straßenkarte und Ort anklicken - abschicken. Vorher muss man sich allerdings auf der Webseite registrieren lassen, was sehr einfach ist.

            The green garbage containers on wheels are gradually being removed and will be replaced by new containers. It is strictly forbidden to leave garden refuse and other organic material in or around these containers and heavy fines will be imposed. An environmental 'hotline', called the Linea Verde is now in place and callers can use their smartphones or computers to file complaints concerning environmental abuses. You must however register on line to use this service (www.lineaverdabenissa.com). Complaints can also be made in English. The Green Line promises to investigate within 24 hours and to report back to the complainant.
•     Straßenbeschilderung / Street signage:

            Laut JBR ist die Straßenbeschilderung abgeschlossen, dennoch gibt es offensichtlich Straßen ohne Schilder. Diese sollten dem Ayuntamient angezeigt werden.

            In terms of street signage, we were told that all streets in Benissa now have road signs. As this is not quite true, the mayor suggested filing a request (instancia) to have any missing road signs installed.

•     Energie-Zertifikat / Energy efficiency certificate:
            Hier war JBR noch nicht informiert und hat aber Herrn Arturo Poquet beauftragt sich darum zu kümmern. Madrid hat ein EU-Gesetz umgesetzt ohne die genaueren Umstände zu bedenken.

            The mayor claimed not to know about this requirement and said that Arturo Poquet, the consejal responsible for this matter, would look into this matter and report back. We explained that this was an EU requirement and that most EU countries already issued such certificates.
•     Vermögens Erklärung / Declaration of Assets outside Spain:
            In der Stadtratssitzung von Benissa wurde der, von der CIBE eingebrachte, Ablehnungsantrag des neuen Dekrets verabschiedet. Seit der Verabschiedung dieses Gesetzes hat die Rückgabe der Residencia in Benissa um 600% zugenommen!

            CIBE, Benissa's independent party, presented a motion at the Pleno on May 16 which rejected the format in which the declaration had to be made by all Spanish residents.The PP, Benissa's governing party, the opposition parties, the PSPV and BLOC also voted for the motion, while PSD abstained. Since the law was passed there has been a staggering 600% increase of residents in the Marina Alta who no longer wish to remain residents.

  • Es waren außer dem Vorstand 7 Personen anwesend. Das nächste Treffen wird daher am 26 September 2013 (Achtung, dies ist der 4. Donnerstag) statt finden. In der Zwischenzeit wird über wichtige Dinge per Email oder unserer Webseite informiert. 

    Lisa Svoboda gab bekannt, für das nächste Jahr für den Vorstand nicht mehr zur Verfügung zu stehen. Das gleiche gilt auch für Hubert Vockensperger. Sollte auf der nächsten Hauptversammlung kein neuer Vorstand gewählt werden können, so muss eine außerordentliche Hauptversammlung einberufen werden, auf der dann die Auflösung des Vereins beschlossen werden müsste. 

    As there were only 7 persons present at the May 16 meeting, it was decided that the next     meeting would take place on September 26, the fourth Thursday of the month. In the event of new and important developments, these will be communicated to members by email or announced on the web site (www.vdeb.blogspot.com). 

    Lisa Svoboda and Hubert Vockensperger announced that they would not stand again. If there are no candidates for office, an extraordinary AGM will have to be called in order to dissolve the association.

  • Begrüßung und Erklärung, dass unsere Schatzmeisterin Patricia Propohl einen schweren und komplizierten Bruch des Knies erlitten hat und für längere Zeit ausfällt.
  • Ausflüge: Der Ausflug nach Parcent muss wegen mangelnder Beteiligung ausfallen. Der Ausflug nach Alicante (Archäologisches Museum und Burg Santa Barbara) findet am 15. 05 2013 statt, jedoch nur bei einer Mindestbeteiligung von 20 Personen.
  • Filme: Beteiligung bzw. Interesse bisher äußerst gering. Vorschlag, Sonntags (aktuelle Filme) eine dritte Vorführung für nicht Spanier mit Untertitel einzuschieben wurde mit Ayuntamiento erörtert. Bisher ohne Resonanz.
  • Vermögens-Erklärung gegenüber dem spanischen Fiskus durch Königlichen Erlass: Termin 30. April 2013 für die Erklärung für 2012, für alle Steuerresidenten und Personen die sich >183 Tage im Jahr in Spanien aufhalten und über mehr als 50.000 Euro Auslands-Vermögen verfügen. Die Kritik richtet sich hauptsächlich gegen das äußerst komplizierte Verfahren, dass hohe Geldstrafen bereits bei kleinsten Fehlern nach sich zieht und den Zwang eine dritte unqualifizierte Stelle mit der Erklärung zu beauftragen, was unnötige Kosten verursacht. Durch das gesamte Verfahren ist absolut kein Datenschutz gewährleistet. Gegen diesen diskriminierende Erlass wurde eine Petition an Brüssel adressiert, die zu unterschreiben jeder EU-Bürger in Spanien aufgefordert ist. Bisher 500 englische Unterschriften, lediglich 6? deutsche. Auch von den in Brüssel tätigen Spaniern, für die das gleiche gilt, wurde eine Petition verfasst.
  • Carrions: Unsere Bemühungen Carrions zu stoppen waren erfolgreich. Vor wenigen Tagen hat das Ayuntamiento die Betroffenen über eine "2-jährige" Aussetzung informiert. Aufgrund der fehlenden Wasser und Umweltstudien sind damit eigentlich alle Urbanisationen in Benissa illegal.
  • Fragen: Auf Fragen nach Informationen aus dem Rathaus wurden gesagt, dass es keine Aktivitäten gibt, also auch keine Informationen.
  • IBI: Zum Fortgang der Revision der Katasterwerte liegen keine Informationen vor. Wir müssen dem Rathaus glauben, dass die Arbeiten fortschreiten. Die aktuelle Höhe der IBI kann nur durch den Prozentsatz geändert werden, was aber wiederum nur über Valencia geht.

  • Welcome and apologies: Patricia Ropohl, our Treasurer, has a badly broken knee and is not able to participate in our meetings. Her recovery will unfortunately be slow. We wish her the best...
  • Excursions: The wine and tapas tasting excursion to Parcent had to be cancelled due to lack of interest. The next trip is planned for Alicante (bus, visit to the Archeological Museum, visit to and lunch at the Santa Barbara Castle) on May 15. We need a minimum of 20 persons to register for this. (As of today, April 23, we have 5 names).
  • Asset declaration: The deadline for filing the 2012 Asset Declaration is April 30. All fiscal residents and anyone living in Spain more than 183 days per year and with more than 50 000 euros in anyone of three categories of assets outside Spain is required to file. The main complaint is the complicated nature of the form that needs to be completed, the very large fines imposed on the slightest mistakes made in filling out the form, and the need to file the form electronically with the help of a third party, thus incurring additional fees. Against this requirement, considered to be discriminatory, a petition by concerned European citizens resident in Spain has presented to the European Parliament in Brussels.So far, over 500 persons have signed the English language online petitions, while only 6 had signed the German language online petition. Spanish citizens living and working in Brussels and therefore having assets outside Spain have also voiced their concern and are registering their objections.
  • Carrions: Our (Vecinos de Benissa and AUN) combined efforts have been successful in suspending the development in Carrions for two years, with a possible extension of another two years. Major flaws in the proposed development is the lack of a report on the availability of water and an environmental impact study, although the official reason for the suspension of the development was that the developer did not fulfill the necessary requirements.
  • Q & A: When questioned about news/information from the Town Hall, the answer was that there has been very little of interest or importance to report on to our members. Members present were advised to raise issues of importance to them, so that theses could then be pursued with the Mayor. If none are forthcoming, there is little or nothing to discuss and no need for meetings.
  • With respect to the IBI (property tax), there is nothing new to report. The last time the issue was discussed we were told that the Town Hall is continuing to work on this in an effort to reduce this tax. We are following this issue closely and inform members when there something to report.

VECINOS DE BENISSA MEETS THE MAYOR ON JANUARY 17, 2013




MINUTES
In greeting Vecinos de Benissa, the Mayor said he was happy to meet with Benissa´s foreign residents at least once a year, adding that the diversity of the countries they represent contributes to Benissa's wealth. He then explained that his presentation would be very brief and in fact that he preferred to respond to questions from the audience. He introduced the two town councillors who accompanied him, Arturo Poquet, responsible for urban planning, sports and environment, and Jorge Ivars whose responsibilities include youth, new technologies, personnel and foreign residents. He also introduced Juanjo Marin, who is in charge of public works in the coastal area.
Maria Alonso asked the first question which had to do with the lack of asphalt on the street where she lives. The Mayor responded that Benissa has over 300 km of roads and not all can be repaired at the same time. This year´s plan involves asphalting streets in Montemar (Calle de la Falla, la Merla, etc). As well, Calle Albarcoquer which links the Avda de los Garcia with the Altamira urbanisation will be widened and improved this year. The plan is in part financed by the Alicante Diputacion. In any event, anyone can present a request (instancia) to repair a street found to be in very bad shape.
Sra. Felske posed the next question which had to do with a problem which continues to aggravate and preoccupy resident of the coastal zone – property taxes that keep increasing, while market values of the properties have fallen by 30%. She asked where this would lead and wondered why the catastral value in Benissa has not dropped, as it has in Javea.
The Mayor responded by explaining that the last catastral revision was done in 2004. The previous revision was done in 1986. In 2004 the property prices were very high and for this reason a new catastral value was established, resulting in higher property taxes. This increase, was phased in over a ten year period at the rate of 10% per annum, so that the total increase would be met by 2014. To ameliorate this increase, the town hall reduced the tax rate in percentage terms applied to the catastral value. In 2011, the central government prohibited this practice as a result of the economic crisis.
Faced with this situation, Benissa has asked for another catastral revision which is currently being studied and by which the catastral value would be reduced from 180 euros to 120 euros per m2. When approved the reduction would take effect in 2014. This is a priority issue for the mayor and the town hall is exerting pressure on the Catastral Office to achieve this.
Mrs. Paloma Hoffmann then injected that while it is true that the central government forbade town halls to reduce the tax rate (tipo) she made the point that this was not the case for catastral revisions taking place after 2005. The mayor replied that as Benissa´s revision took place in 2004 this did not apply. 
The next question dealt with the deterioration observed in the coastal zone as compared with other towns like Moraira and Javea. The mayor answered that Benissa does not follow the same urban planning model as other coastal towns, because Benissa does not have an urban nucleus in the coastal zone. The urbanisations built in the 60's lacked proper drainage, street lighting etc. which makes it difficult to upgrade the infrastructure to today´s standards. At any rate, he said, our coast has a large number of green zones and an unparalleled ecological coastal walk. This is not a satisfactory answer.
Wilhelmina Hardee then raised another issue by suggesting that some of the street lights that are on all night might be turned off as no one uses the streets at night. The mayor replied that Benissa illuminates the streets for safety reasons. While acknowledging that it was a good idea to save energy, Benissa does not have a mechanism to dim the lights.
Salvador, President of the Fustera Association asked two questions: the first one, why is there no dedicated permanent police patrol or ambulance service for the coastal zone. The second question had to with Javea having lowered catastral values, but increasing the tax rate (tipo impositivo) to be applied and whether Benissa would do the same.
The mayor responded to the first question by saying it is currently not feasible to set up a new police presence on the coast because of the financial crisis. Already Benissa has already reduced its personnel costs to 35% of its annual budget, unlike other nearby towns which devote 50% of their budgets to this item. He then continued by saying that Benissa does not have serious financial problems and unlike other towns did not have to ask the government for financial assistance to meet its debts. If the catastral values are reduced as a result of the revision, Benissa will not raise the tax rate (tipo), even though less income will be derived from property taxes. He went on to say that a big improvement for the coast is the establishment of a second OAC in the Casa de Cien Vientos, which means that it will no longer be necessary to go to the OAC office in Benissa to deal with the town hall business. The person in charge is Ambrosio who speaks English, French and some German and who also lives in the coastal zone. When asked about what happed to Dani, who had been the coastal residents' primary contact at the Casa de Cien Vientos, the mayor replied that he was not a permanent employee and that his contract had expired. He added that the office would be open from 8 to 15:30.
The next question had to do with Raco de Galeno and the deplorable state of the unfinished urbanisation. The mayor replied that the first phase of the development had been completed, and that the second had been delayed. He also noted a large scale robbery of the electric cabling had taken place in the area.
Finally, on the question of not being allowed to post notices in communal mailboxes and incurring heavy fines as a result, and therefore making it impossible to communicate to local residents about meetings, etc., the mayor said that the town hall was installing three bulletin boards in the coastal area where notices can be posted. So far, one has been installed but he did not or could not say where, not did he mention when and where the other two would be located.
The mayor finished his intervention at 18:30. Lisa Svoboda then closed the meeting by announcing that the next VdeB meeting would take place on February 21 at the Sede Universitaria and that the meeting would be followed by a German language version film.
There were approximately 100 persons in attendance.

N.B. There were more questions to be raised that were sent in by email, but not covered at the meeting for reasons of time. They included questions about Pedramala, security, picudo rojo, street signage, cleaning undeveloped land, making some available for gardening plots (allotments), as in Teulada.

Protokoll des Treffens mit dem Bürgermeister von Benissa am 17.01.2013

Der Bürgermeister von Benissa, Herr Juan Bautista Roselló, eröffnet die Versammlung um 17°° Uhr. Er begrüßt die Anwesenden und freut sich über die Tatsache, dass diese Bürgerversammlung mit den ausländischen Residenten von Benissa mindestens einmal im Jahr statt fínden kann. Er betont, dass die Mannigfaltigkeit der Nationen zur Bereicherung der Stadt Benissa beiträgt. Der Bürgermeister erklärt, dass seine Rede sehr kurz seien wird, um genügende Zeit für die Fragen der anwesenden Bürger und ihre Antworten zu haben. Danach stellt er die Stadträte für Urbanismus,Herr Arturo Poquet), und für Jugend, neue Technologien und ausländische Residenten, Herr Jorge Ivars, den Anwesenden vor, sowie den Vorarbeiter für Bauvorhaben der Küste Herr Juanjo Marín.

Die erste Frage bezüglich der fehlenden Asphaltierung ihrer Straße wird von Frau Maria Alonso gestellt. Der Bürgermeister antwortet, dass Benissa über 300 km Straßen verfügt und diese können nicht alle gleichzeitig asphaltiert oder repariert werden. Dieses Jahr und gemäß dem Asphaltierungsplan der Küste ist die Urbanisation Montemar an der Reihe (carrer Gralla, Merla usw.). Die Straße Albarcoquer, die die Av. De los García mit der Urbanización Altamira verbindet, wird ebenso verbreitet und Instand gesetzt. Dieses Projekt wird teilweise von der Diputacion finanziert. Trotzdem: falls Ihre Straße sich in einem sehr schlechten Zustand befinden sollte, so teilen Sie dies dem Rathaus mit, damit diese repariert werden kann.

Frau Felske fragt: wie hoch die IBI noch steigen wird? Der Wert der Immobilien ist um ca. 30 % gesunken und der Katasterwert ist dennoch enorm hoch. In Jávea ist die IBI gesenkt worden. Warum in Benissa nicht?

Der Bürgermeister erklärt zuerst wie man zu der Revision des Katasterwertes 2004 gekommen ist. Seit 1986 hatte man dies nicht gemacht und die Immobilien hatten 2004 einen sehr hohen Preis. Entsprechend diesen Marktwerten hat man die neuen Katasterwerte ermittelt. Die Erhöhung der IBI wurde auf 10 Jahren gesplittet, so dass jedes Jahr die IBI-Rechnung um 10 % höher war, damit bis 2014 die volle Erhöhung erreicht ist. Da inzwischen, die Immobilienpreise rapide nach unten fielen, hat das Rathaus den Hebesatz in den letzten Jahren gesenkt, um diese Entwicklung zu bremsen. Leider hat die Zentralregierung 2011 verboten, den Hebesatz weiter zu senken.

Angesichts dieser Sachlage hat das Rathaus das Katasteramt gebeten, eine neue Katasterwertrevision durchzuführen, welche sich bereits in der vorbereitenden Phase befindet und welche, nach Genehmigung, 2014 in Kraft treten würde. Schätzungsweise könnte der Katasterwert von 180 € qm auf 120 € senken. Dieses Thema hat absolute Priorität für die Gemeinde, welche viel Druck beim Katasteramt ausübt, um die Revision zu erreichen.

Frau Hoffmann teilt mit, dass die Regierung die Senkung des Hebesatzes verboten hatte, aber nur für diejenigen Gemeinden, deren Katasterrevision vor 2005 stattgefunden hatte. Der Bürgermeister erwidert, dass unsere Revision von 2004 datiert und deswegen sie unter das Verbot fällt.

Die nächste Frage handelt über den Verfall der Küstenurbanizationen von Benissa im Vergleich zu Javea und Moraira. Der Bürgermeister antwortet, dass Benissa nicht das gleiche Modell wie andere Orte der Küste verfolgt. Benissa hat kein Zentrum an der Küste sondern Urbanizationen aus den 60igen Jahren ohne Beleuchtung und ohne Kanal. Daher es ist sehr schwierig, diese an die heutigen Anforderungen anzupassen. Allerdings verfügt unsere Küste dafür über viele Grünzonen und einen wunderschönen ökologischen Weg entlang der Küste. Diese Antwort befriedigt die Mehrheit der Anwesenden nicht, da diese Errungenschaften überwiegend für die Bewohner der Stadt gedacht sind und nicht für die Küstenbewohner.

Frau Wilhelmina Hardee schlägt vor, dass die Straßenlampen von Benissa um Energie zu sparen teilweise während der Nacht. Leider –antwortet der Bürgermeister – gibt es in Benissa kein System, um die Lampen je nach Bedarf teilweise auszuschalten.

Salvador, Präsident des Vereins La Fustera stellt zwei Fragen:

  1. Warum gibt es kein festen Polizeiposten und keinen Krankenwagen an der Küste?
  2. In Javea ist der Katasterwert gesunken, aber das Rathaus hat daraufhin den Hebesatz erhöht: könnte dasselbe in Benissa geschehen?

Der Bürgermeister antwortet zu 1. dass es sehr schwierig sei, einen neuen Polizeiposten an der Küste zu schaffen, da mit der gegenwärtigen Krise viele Posten in der Gemeinde weggefallen sind. Es sind die sogenannten „puestos de confianza“, die nicht durch Auswahlverfahren abgedeckt waren. Dies erfolgte um die Personalkosten im Budget zu reduzieren, da sie nur 35% desselben betragen sollen. In anderen Gemeinden betragen diese bis zu 50% des Budgets. Benissa hat keine großen Finanzprobleme und hat keine Kredite bei der Zentralregierung beantragt, wie dies bei vielen anderen Gemeinden der Fall ist.

Eine große Erleichterung für die Küstenbewohner ist die Eröffnung des Büros OAC (Bürgerbüro) im Haus der 100 Winde (oberhalb vom Strand La Fustera, auf der Straße nach Calpe), so dass die Bürger nicht mehr nach Benissa Stadt fahren müssen, um die Rathausangelegenheiten zu erledigen. Der Verantwortliche dieses Büros ist Herr Ambrosio, er spricht auch Französisch, Englisch und etwas Deutsch. Außerdem wohnt er an der Küste und ist somit mit den spezifischen Problemen vertraut

Auf die Frage warum Daniel gehen musste, antwortete der Bürgermeister, dass sein Vertrag abgelaufen war und er nicht verlängert werden konnte, da er kein Auswahlverfahren absolviert hatte.

Zum Schluss wird die Frage gestellt über das Verbot der Plakatanbringung an den Sammelbriefkasten, der einzige Platz wo die Bürger die Information über die Veranstaltungen erfahren können. Der Stadt rat für die Küste antwortet, dass es eine Frage der Image ist und dass geeignete Plätze dafür installiert werden.

Der Bürgermeister beendet die Versammlung um 18Uhr 30. Es nahmen 101 Personen teil.

Lisa Svoboda teilt mit, dass das nächste Treffen am 21.02 im Universitätsgebäude von Benissa statt -finden wird. Anschließend soll dort ein Film gezeigt werden.

Acta de la reunión con el alcalde de Benissa el 17.01.2013
El alcalde de Benissa, Sr. Juan Roselló, comienza la reunión a las 17 horas, saluda a los presentes y se congratula de realizar por los menos una vez al año esta reunión con los vecinos extranjeros de Benissa, recalcando que la diversidad de naciones existente en la misma contribuye a la riqueza de este municipio.Explica que su alocución será muy corta y prefiere desde el principio responder a las preguntas de los presentes, presentando a los dos concejales que le acompañan: Arturo Poquet, responsable de Urbanismo y Jorge Ivars que lleva Juventud, Nuevas Teconologías y Residentes Extranjeros, así como el encargado de obras de la costa Juanjo Marín.
La primera pregunta es formulada por la Sra. María Alonso y trata de la falta de asfaltado de la calle en que vive. El alcalde responde que Benissa tiene 300 km de calles y no se pueden asfaltar ni reparar todas a un tiempo. Este año y conforme al plan de asfaltado de la costa, le corresponde a la urbanización Montemar (entre otras, calle de la Fralla, la Merla etc.). También se ensanchará y mejorará la calle Albarcoquer que une la Avenida de los García con la urbanización Altamira. Es un plan que está financiado en parte por la Diputación de Alicante. De todos modos, cualquier ciudadano puede presentar instancias para que se repare su calle si se encuentra en muy mal estado.
La siguiente pregunta es presentada por la Sra. Felske sobre un problema que agobia y preocupa a toda la población costera. El IBI sigue subiendo cada año y el valor de las propiedades ha bajado en un 30 %. ¿Adónde vamos a llegar? En Jávea han descendido el valor catastral: ¿Por qué no se lleva a cabo esta reducción en Benissa).
El alcalde responde explicando como se generó la revisión catastral de 2004. Desde 1986 no había tenido lugar la misma. En el 2004 el precio de las casas estaba muy alto y en razón a ello se estableció el nuevo valor catastral. Cuyo aumento se escalonó en 10 años para alcanzar el valor total en 2014 (10% más cada año). Para frenar este aumento, el ayuntamiento rebajó el tipo impositivo aplicable al valor catastral; pero en el 2011 el gobierno central prohibió rebajar el tipo impositivo debido a la crisis.
Ante esta situación el ayuntamiento de Benissa ha pedido al catastro una nueva revisión catastral que está ya en estudio para rebajar el valor catastral de 180 € m² a 120 €. De ser aprobada, la reducción tendrá ya lugar en 2014. Este tema, según el alcalde, se ha convertido en prioritario y el ayuntamiento está ejerciendo presión sobre la oficina catastral para lograrlo.
La Sra. Hoffmann afirma que es cierto que el gobierno prohibió la reducción del tipo impositivo: pero no para las revisiones catastrales que tuvieron lugar después del 2005. El alcalde responde que nuestra revisión data del 2004 y por tanto no se puede aplicar esa excepción.
La pregunta siguiente versa sobre el deterioro que se observa en la zona costera en diferencia a otras ciudades como Moraira y Jávea.
El alcalde responde que Benissa no responde al mismo modelo de otros pueblos de la costa ya que no tiene núcleo urbano en la costa. Las urbanizaciones creadas en los años 60 carecían de canalización, alumbrado etc, lo que hace tan difícil el ir acoplándolas a las exigencias de hoy día. De todos modos nuestra costa dispone de muchas zonas verdes y de un paseo ecológico inigualable. Esta respuesta no satisface a los presentes.
Wilhelmina Hardee hace la sugerencia de que se apaguen en parte las farolas de la ciudad de Benissa que lucen toda la noche; aunque nadie transita por las calles. El alcalde responde que no tienen un sistema para graduar el apagado parcial de la iluminación; pero que se trata de una valiosa propuesta para ahorrar energía.
Salvador, presidente de la asociación de la Fustera formula dos preguntas:
1.¿ Por qué no se instala un puesto fijo de policía y un estacionamiento permanente de una ambulancia en la costa?
2. En Jávea han bajado el valor catastral; pero el Ayuntamiento ha ascendido el tipo impositivo: ¿puede suceder lo mismo en Benissa?La respuesta del alcalde a la primera pregunta es que parece muy difícil el instalar un nuevo puesto de policía en la costa debido a la crisis actual, ya que se han reducido muchos puestos en el Ayuntamiento que no eran de oposición, sino interinos, a fin de rebajar el porcentaje de gastos de personal en el presupuesto anual que debe comportar solamente el 35 % y no el 50$ como en otros pueblos cercanos. Benissa no tiene grandes problemas financieros y no ha tenido que pedir crédito al gobierno para pagar sus deudas como otros municipios. Una gran mejora del ayuntamiento en la costa es la instalación de la OAC (oficina de atención al ciudadano) en la Casa de los 100 Vientos, con lo cual ya no es necesario el acudir al ayuntamiento en Benissa para realizar todo tipo de gestiones. El responsable se llama Ambrosio, habla inglés, francés y algo de alemán y además vive en la costa. Daniel tuvo que dejar su trabajo ya que finalizó su contrato y no era funcionario de oposición.
Luego se habló sobre la urbanización de Racó de Galeno que ha finalizado la primera fase de construcción, faltando la segunda. Han tenido que hacer frente a un robo en gran escala del tendido eléctrico.
Por último se plantea el problema de la prohibición de fijar carteles en los nichos de los buzones comunes, imposibilitando así el que la población tenga conocimiento de las reuniones etc. El ayuntamiento planea establecer puntos estratégicos donde se puedan pegar carteles.
El alcalde termina la reunión a las 18h30 minutos. Asisten 101 personas a la misma.
Lisa Svoboda anuncia la próxima reunión para el 21.02, seguida de un film (Seu en Benissa).

Getroffene Entscheidungen an diesem Treffen:

Spende: 250 € gehen an die „Freunde der Kinder von EMAUS“ in Benissa, und weitere 250 € gehen an die Caritas zur Unterstützung hiesiger Familien (Paloma Hoffmann spendet ebenfalls für diesen Zweck).






IBI: Lisa wird zusammen mit Herrn Kilgenstein und/oder Herrn Unger Kontakt mit Herrn Vincente Cabrera aufnehmen, um die Möglichkeiten für eine Reform der Katasterwerte zu eruieren.



Das vorweihnachtliche Dezembertreffen wird am 4. Dezember im Restaurant Asia stattfinden. Alle Mitglieder sind zu Wein und Käse eingeladen.
Ein kurzer Bericht zu jedem Treffen sollte per Email an alle anwesenden und nicht anwesenden Mitglieder gehen.

Information:

Der Bürgermeister wird den IBI-Hebesatz (Prozentwert) nicht anheben, sondern hat eine Personalreduzierung angekündigt. Die erste Maßnahme noch in diesem Monat, ist die Entlassung von fünf von zehn politischen Beratern. Dani, unsere sehr hilfreiche Ansprechstelle in der Aula del Mar, hat letzte Woche „Vecinos de Benissa“ mitgeteilt, dass er seinen Stelle verloren hat. Dies wurde von seinem Chef, Jorge Ivars, dem zuständigen Stadtrat, bestätigt. Dieser Verlust wird für viele Mitglieder schwer sein, insbesondere für diejenigen die in der Küstenzone von Benissa leben. „Vecinos de Benissa“ war Dani für seine Unterstützung und Bemühungen ein Dankesschreiben geschickt.

Decisions made: The yearly fee remains 30 Euros per family.

Decisions made at the meeting:
  • Donation: 250 € will go to the „Friends of Children of EMAUS“ in Benissa, and 250 will go to Caritas to support local families. (Paloma Hoffmann also makes donations to  this charity).
  • IBI: Lisa together with Mr. Kilgenstein and/or Mr. Unger will contact Vicente Cabrera for evaluating the chances to reform the catastro values for the IBI.
  • December's pre-Christmas meeting will take place on December 4 at the Asia Restaurant. Members are invited for wine and cheese.
  • A short report on the current meeting to be sent by email to all members, present or not. 
Information:

The mayor will not raise the IBI (percentage value) but has announced a reduction of personnel. The first measures to be implemented this month is to eliminate five of the ten political advisors. Dani, our very useful contact at the Aula del Mar, told Vecinos de Benissa last week that he had lost his job. This was confirmed by his boss, Jorge Ivars, the consejal responsible. This loss will be severely felt by members, particularly those living in the coastal area. Vecinos de Benissa sent a note to Dani thanking him for his support and efforts.
